Does anyone know if its possible to apply a blue screen transparency N (or any transparency...other than luminance) in Adobe Premier, and THEN apply a black and white filter to monochrome the whole thing? If so how do you do it?

I think I know what you're after - After you've made the transparency, create a virtual clip of the rendered clip and then apply the a monchrome filter to the virtual clip at a different location on the time-line.

Thanks mate! Ill give it a shot (not sure how to make a virtual clip, but Ill find out.)
For Info, I exported the blue screen as an uncompressed AVI file, then loaded this back in and applied the B/W filter. Then had to apply the resize filter (Must have left a setting wrong somewhere) and it worked perfectly. The virtual clip might be quicker though.
